Framework for Brainstorming Actionable Red Flags Using Public Procurement Data

11-Step Process for Designing a Red Flag:

  1. Goal. What problem are we solving?

  2. Warm-up. Study red flags created by others.

  3. Brainstorm. Write down your own ideas.

  4. Prioritization. Use a lean prioritization matrix based on impact and effort.

  5. In Progress. Focus on 2-3 key red flags.

  6. Data Sources. What data do you need to implement these red flags?

  7. Object. What entity should be flagged?

  8. Business Rules. What are the conditions for flagging the object?

  9. Outcomes. How will you measure success?

  10. Actions. What course of action do you suggest for the flagged object?

  11. Decisions. What decision options will be available?
