IMPACT =is it the main cause of the problem?
CONFIDENCE = How confident to solve it?
CONTROL = is it in our hands to solve it?
RELEVANCE = is it really important to people/staff. How is it perceived?
EFFORT: How is it ranked in time and money to solve it (1-3)?
